PW-ACTUA Breeders Trust and AIB sign agreement with Italian Ministry of Agriculture In mid May, the Italian Ministry of Agriculture signed a collaboration agreement with the AIB (AntiInfringement Bureau) and the Breeders Trust. The agreement provides for close collaboration between the Food Anti-Fraud Service (ICQRF) and the Inspection Service for Seed Potatoes and Agricultural Seed (CRA-SCS) with the AIB and the Breeders Trust in targeted actions against infringements of plant breeders’ rights and illegal propagation. According to the Breeders Trust, the collaboration between the European organisations should result in Italian farmers and horticulturists only using planting stock that meets all the quality requirements, consequently avoiding any potential risks of phytosanitary diseases. At the same time, infringement of plant breeders’ rights will be tackled rigorously. According to Geert Staring, general direcaction against piracy together with the authorities is structurally addressing illegality and the infringement of plant breeders’ rights. Whenever necessary, training will also be provided, and specialists will receive technical assistance for inspecting specific crops. ‘It’s my view that the basis for structural fraud control lies in the need to build up a good relationship with the authorities in every country. In the same way as the NAK (General Inspection Service for Agricultural Seed and Seed Potatoes) and the NVWA (Netherlands Food & Consumer Product Safety Authority) collaborate closely in the Netherland, in Italy this is the CRA-SCS and the ICQRF. Going to court is fighting individual fires. Taking More effective action In his reaction on the site of his Ministry, the Italian Minister of Agriculture, Food and Forestry, Maurizio Martina said he was very happy with the agreement. ‘This agreement offers us the possibility to act more effectively in protecting the seed and seed potato breeding businesses. It will contribute to a more effective tackling of infringement and illegality. The latter is a priority and of crucial importance for the competitiveness of the Italian agri-food sector.
